Accreditation

When carrying out procurement activities, our Company prefers competitive methods of selecting suppliers. The priority method of procurement is the competitive selection – the procedure for selecting a counterparty to supply goods or perform work and provde services, carried out by a comparative analysis of several proposals.

We take a balanced and responsible approach to selection of partners, and therefore we ask to carry out the accreditation procedure in advance, which allows us to be sure of the legal capacity and good faith of future partners. A counterparty who has not passed the accreditation procedure cannot be selected as the winner of the competitive selection procedure.

Requirements for potential counterparties for their accreditation are as follows:

  • a selection participant carries out real production (business) activities (has an office, sufficient production capacity and personnel, etc.), is not registered at a mass registration address, does not undergo winding-up or bankruptcy, its activity is not suspended in the manner specified by the legislation of the Russian Federation;
  • a selection participant complies with requirements of the legislation of the Russian Federation, if such requirements are established (licenses, approvals, permits, certificates, etc.), including requirements of the legislation of the Russian Federation for the state defense order, if the competitive selection is carried out in order to execute it.

A potential counterparty shall familiarize itself with the Company’s Counterparty Code.

The following documents are required for accreditation of potential counterparties:

1) Incorporating documents:

(a) Concerning Russian legal entities:
– charter or articles of association of the relevant entity;
– document confirming state registration (PSRN certificate);
– document confirming tax registration (TIN certificate);
– document confirming authority to sign the contract (decision (minutes) on appointment, order on appointment of chief executive officer, etc.; when signing a contract by power of attorney, power of attorney is also requested);
– excerpt from the Uniform State Register of Legal Entities, issued not earlier than 30 days before the date of review by the competition committee;
– copies of reporting documents submitted to the Federal Tax Service of the Russian Federation (balance sheet for the last year; VAT and income tax returns for the last reporting period) marked by a tax authority.

(b) Concerning Russian individual entrepreneurs:
– document confirming state registration (PSRN certificate);
– document confirming tax registration (TIN certificate);
– excerpt from the Uniform State Register of Individual Entrepreneurs issued not earlier than 30 days before the date of review by the competition committee;
– copies of reporting documents submitted to the Federal Tax Service of the Russian Federation (balance sheet for the last year; VAT and income tax returns for the last reporting period) marked by a tax authority.

(c) Concerning Russian citizens without the status of individual entrepreneur:
– page 2, 3 and 5 of the Russian citizen passport;
– document confirming tax registration (TIN certificate) (if available);
– insurance certificate

(d) Concerning foreign entities:
– charter or articles of association of the relevant entity;
– excerpt from the commercial/tax/other public register;
– tax reference letter (tax registration certificate) or its equivalent (if available);
– decision on company establishment (if available);
– confirmation of signatories (decision (minutes) on appointment of chief executive officer, excerpt from the commercial/tax/other public register; when signing a contract by power
of attorney, power of attorney is also requested);

(e) Concerning foreign citizens:
– citizen passport / citizen foreign passport;
– document confirming tax registration (TIN certificate) (if available);

2) documents confirming compliance with requirements of the legislation of the Russian Federation, if such requirements are established (licenses, approvals, permits, certificates, etc.);

3) No. 26.2-7 form certificate (in case of the simplified tax system – information letter);

4) price lists;

5) concerning potential counterparties within the framework of executing the state defense order:

– documents confirming that a potential counterparty has production facilities (property certificates; rental contracts, etc.), production equipment (inventory sheets; lease contracts, etc.), financial resources (balance sheet, profit and loss statement, etc.) and labour resources (personnel schedule, information on the amount of the Unified Social Tax paid for the last reporting period, etc.).

Documents submitted in accordance with requirements of this paragraph shall be bound and numbered, duly certified by the stamp of a potential counterparty entity and by the signature of the person authorized to act on behalf of this entity. Documents may be submitted in the form of digital copies, while the Company retains the right to request original documents or their duly certified copies (including the requirement of notarization), which shall be submitted within a period of up to 5 (five) business days from the date of the Company’s submit of the corresponding request.

The terms of review of the documents submitted to the Company for accreditation and notifications to a potential counterparty about the decision made shall be of up to thirty (30) business days from the date of the Company’s receipt of the full package of documents according to the established list.
